Discussion Alert 1.3.1

Allows users with assigned permissions to mark a discussion with an alert and users with another permission to see that a discussion was marked with an alert. Alerted Discussions behave like a "Global Bookmark".

This plugin provides the ability to add a visual "Alert" discussions to implement a "Global Bookmarking" capability distinct from the user's bookmarking feature.

The plugin is configurable in several ways (through the admin dashboard):
1. Setting permissions to control which users can see the alert indicator.
2. Setting permissions to control which users can change the alert state of discussions.
3. Limiting the functionality to selected categories.

Use the provided CSS to modify the look and feel of the alert state indicators. Use Locale to change the displayable texts.
