I'm moved to another platform, so i'm not in the position to update this anymore.
ThemeChooser allow you to load custom CSS on your webpage.
But here comes the best part:
Add the possibility to choose from predefined css-styles (themes) in Edit Profile! Now all users are able to make the choice. You only need to provide the custom styles.
Remember to download the latest version from GitHub. I will try to update this, but you can always clone the latest version from the git. Find the link, just below this information.

Q: Where should i place the .css-files?
A: In the current theme's design directory, you will have to create different css files. That's the files, the plugin will look for.
