If you are making "a lot of money" seems like you could spare $500. If it were a non-profit proposal you could ask for free or really cheap collaboration, but being profitable (very profitable, in your words), sorry, but you are going to be asked for a reasonable fee.
And for a theme, you won't find anything well made for less than $300.
You have been given a quotation by an experienced developer.
If you are not prepared to pay that, you are going to have to do it yourself.
Coming on here and requesting free help for a major project isn't the purpose of the forum.
