How to install extensions with an RAR extension?

I tried downloading the Notify 0.2 extension, but it is a file with a rar extension. I don't know how to use this. Any thoughts? Thanks.

    Rar is a type of compression. You need to unrar it. If you're on windows google for winrar and grab that.

    I suppose we should have some sort of standard compression rules for the addons dir. Rar isnt uncommon, though.

    7-zip is a nice free alternative archiver which does .rar files and a bit more. No nag screens easy to use over-all. do a search for it on sf.net
