In response to this post I have made something quick and dirty.
This will add a rotating banner to the side panel on every page except the settings page (and any new pages), whether you are logged in or not. (It is more of a random effect)
All your images should be placed in the extension folder. Naming does not matter.
Images should be no wider than 180px.
The sample image was generated at: http://msig.info/web2.php
The rotating script used can be aquired at: http://alistapart.com/articles/randomizer/
The "Sample" image is the banner.

You could probably "roll your own" (I think) using
http://lussumo.com/addons/?PostBackAction=AddOn&AddOnID=115 (sidepanel 1.0 add-on)
By default it supports gif, jpg, jpeg, and png.
Unfortunately I am not savvy enough to help out more.
