makeing a settings page

when making an extension admin area how do I create a new page?
I want only the Admin to be able to access it. Add the link under the settings tab.

    If you look at the Vanillacons extension or Announcement extension, you should see how it is done.

    hmmm...
    I have been trying to figure out how they work but i am having trouble pick out what code is necessary. I can see where it checks for the permission but there is alot of code in between those brackets.
