Can the Vanilla board have more than one admin? If so, could one admin change the role of the other admin?

    If both users have the same role they can demote other users in their role, yes.

    How hard would it be to create an option where admin can be granted/revoked independently of the other roles?

    AFAIK, you could still have one 'master administrator' and several other 'administrators' who have all permissions except permission to change & define roles. just play around with the roles and settings options.

    Also, if you make 2 identical roles and just put one lower down the list I believe one takes precedence over the other.
