Emails generated when role unchanged

SUMMARY If you go to the member page and change the role from a member to a member (i.e. no real change), an "Account Change Notification" email is still generated. STEPS TO REPRODUCE 1. Go to a member page (account.php?u=XX) 2. Click "Change Role" (account.php?u=XX&PostBackAction=Role) 3.Type something in to the "role change notes" 4. Click the "Change Role" button EXPECTED RESULTS An error message. ACTUAL RESULTS An email message is generated.

    Hmmm, yeah, a message should be triggered saying something along the lines of "sorry but no changes were made to the account" and nothing else should happen unless you're actually changing the role.
