Problem with language

i installed the latest vanilla and a simple_chinese_utf-8 language package on my local computer,it all works well on it.but it doesn't works when i upload it to a server.when i input some Chinese in it,there comes out some "???",who can help me? thank you very much!

You should have a look at the character encoding documentation.

i'v done as your instruction said,but it still dosn't work...the mysql version i use is MySQL client version: 4.1.20.It will be thankful helpping me to solve the problem!
