how to make static urls in vanilla

I want to know how to make urls for vanilla forums static
like here in this forum, so urls are like :http://vanillaforums.org/discussion/10113/i-would-like-a-language-file-to-translate-vanilla-to-arabic/.... not like:/vanilla/?CategoryID=1

i know this can be done in Vanilla 2 - not sure about Vanilla 1. There is an option in the dashboard for setting clean urls.
