Accessing the Global Application Settings Form

I'm new to Vanilla, but I'm really excited about it. However, I have a question. I'm sure I'm just overlooking something, but I don't know how to access the Global Application Settings Form talked about in the instructions. The download and set seemed to go very well, no problems were encountered. I pointed to the proper database, and setup admin account info. I sign in with my admin account and I see the FORUM, but it is very generic. I see only the 3 tabs at the top, and over on the right, it show "not signed in". Ant help would be much appreciated.
