HTML not working in posts

Hi. Fresh Vanilla install, but the HTML in posts doesn't seem to be working. It is just encoding it - putting the code on the page as if it were text.

I've checked and html is already enabled for all user groups.

Any ideas?

So the code that comes through looks like this:

& lt ; b & gt ;

(without spaces)
