You do not have permission to sign in to the site

I get this message hwen signing in... "You do not have permission to sign in to the site"

I forgot my admin password so I changed it ion Phpadmin. I tried user roles to 4 ... not sure whats happening.

I also tried resending password by email and changing it... but still get same message

    1. Vanilla 1 or 2?
    2. Is your site local or online (if so, please link to it)?
    3. Why didn't you use the "Forgotten Password" routine instead of changing the password in phpmyadmin?
