Note the word "should", rather than "must".
Layout tables tend to be unsemantic, and therefore inaccessable, but there are circumstances where this is not the case. Also, the definition of "tabular data" (what tables are supposed to contain) is extremely vague. The rule needs to be applied on a case-by-case basis with all factors carefully considered.
Of course, none of this applies to Mambo 4 (aka Joomla 1), whose code is absolutely terrible. Merely changing table tags to divs, however, isn't going to accomplish anything; it needs to be a full semantic redesign. This Mambo/Joomla bullshit is just distracting from this goal.
"Standard Compliance" is complying with the standard, and the standard specifically does *not* prohibit layout tables. It strongly recommends against them, and I agree with it on that point, but it leaves enough wiggle room that a table-based site can still be considered "standard compliant".
I'm mostly playing devil's advocate here; I agree that CSS layouts are more accessible, easier to maintain, and create a useful division between style and content. I just think that focusing on words like "standards compliant" makes it seem like web design is just the mechanical process of replacing table tags with divs.
