Where is the text stored?

When an user opens the webpage, there is this text above the list of Discussions:

I can't find the file where I could translate/modify this text. Is this possible at all<

    In Vanilla 1 I've only seen this in a specific theme (Vanilla Blue) and in there it can be found in the theme's panel.php.

    Hope this helps.
