new install - can't access application settings

I just installed version 1.1.10 - and everything went fine except that it will not let me access the application settings.
I keep getting a 404 error saying not found. I can access all of the other links in the admin panel.

this is the link it goes to when clicking on the applicate settings .../forum/settings.php?PostBackAction=Globals

i had the same issue on my RC2
delete your /conf/config.php file, and then you'll be able to reinstall vanilla

@lukoie: that's not helpful as she states she's on vanilla 1.1.10...
