How do I enable HTML in comments for my users? So that they can post some pictures while providing a URL. Thanks!

In Vanilla2 you need to enable the HTML Purifier Plugin

Yes, you need Html Formatter.

Don't forget that the Addons site has a search function!

Also, if you just want to post pictures nice and easily, give AutoLinks a go
