In the blog post, it has several steps, and they all make sense, except for #5.

I understand that I need to login to my admin, or first account registered, but what page do i navigate to after that?

"Navigate to the page in your forum that updates your database (this will not work if you did not sign in as UserID = 1): www.yourdomain.com/path/to/vanilla/utility/structure"

Any ideas?

That's the page. If you have Vanilla installed in a /vanilla directory, then the url is http://yourwebsite.com/vanilla/utility/structure.
