Garden got this configuration parameters (in config-defaults.php, so you can overide in config.php I guess):

$Configuration['Garden']['DefaultDateFormat'] = 'F j, Y';
$Configuration['Garden']['DefaultDayFormat'] = 'F j';
$Configuration['Garden']['DefaultYearFormat'] = 'F Y';
$Configuration['Garden']['DefaultTimeFormat'] = 'g:ia';

Is there a reason why you didn't try to use that?
