    The "Gdn_PageModel" class could not be found.
    1. Dont use prefix Gdn_ in your code, it is for Garden core developers.
    2. Application has no settings/bootsrap.php file

    Tested on Vanilla RC1.

    Not sure that is conf/pages is good place for pages.
    1. SetupController has no permission check.
