Modifying Comment and Message Field layout

Where is the template located for modifying the add comment form?
I just need a small edit for my theme, I need the Post Comment button to be above the back to discussion link - doing this with css is a little messy, much rather just change their order in template, so could I get a quick pointer to which file controls it and how do I edit it smartly for my custom theme - ala functions.php equivalent of wordpress.
