default notifications for new users?

in my pre-RC1 vanilla 2, i was able to set default notication levels for new users. i do not see the same options in the latest vanilla 2.
i found this useful, as many new members will not know to turn on some notifications that are useful, and they end up not knowing to return when an answer has been given.
