Generally that's not correct, since this is not bug in Vanilla itself, this exact istallation is buggy.

Yes, the problem is not with vanilla 2, just these forums.

I've noticed this myself, I'm sure they will get this fixed, since the notification system works in the same manner as the permalink, apparently, since that is broken atm as well...
