Is there no moderation of conversations in Vanilla RC2?

I'm wondering if there is a config setting I am missing to allow the moderation of conversations? In Vanilla 1, with whispers, we had the ability to allow certain roles to view all whispers, but in v2, since whispers are replaced by conversations, this option appears to have been removed.
I would like to be able allow a role permission view all conversations happening in Vanilla. Essentially, I want to be able to "manage" ALL conversations. Is this possible?
