Move "Start a New Discussion" From "Panel" to "Content"?

I've been searching through the views folder for a couple of days now trying to locate where the heck the "Start a New Discussion" button gets injected into the render pipeline to I can move it out of the "Panel" div and into the "Content" div (I'm consolidating away the entire panel for my theme). The code is a horrible mess of following function calls back as far as I can, but there's just too much stuff to go through.
Can anyone tell me where exactly the "Start a New Discussion" button gets injected so I can move it please?
BTW, I am working with V2. I am starting to consider moving DOWN to V1 just so I can find everything. Everything is buried too deep in V2 to be able to find easily without knowing the entire code front to back.
