How to create a sticky post?

I've started using Vanilla 2 and i'm loving it! Question: how can i offer the possibility to make a question sticky?

Announce = Sticky

Thanks, i foudn it afterwards. I guess i got confused becasue i didn't see the option right from the "new discussion" screen. It only comes right after the post is live.
