2.0.6 no theming issue

fresh install of 2.0.6, the entire site including the installation page has no theming what so ever, i have deleted and re-uploaded everything with no success. It looks like i have turned the page style to no style, except i havent

i get no errors, the site works, there is just no images, no color, just plain text

Any ideas?

resolved, re uploading via ftp fixed the issue
