Can't save outgoing email settings in v2.0.13

I just upgraded to v2.0.13 and I can't set the outgoing email.

    Do you get an error? Does it just silently do nothing? Does it say it worked but it really didn't?

    Does your conf/config.php file have write permissions for the web server?

    It goes to a bonk screen and nothing is saved.

    I tried changing permissions to the config.php file but that didn't do anything.

    I ended up deleting my config.php file and some instructions popped up that required changing some permission changes. Did all that, then restored my config.php file and it all worked.
