How do I start creating a custom theme?

So I'm trying to create a custom theme with the free version of Vanilla Forums and I'm kind of stuck. First I'm new to css (I am learning it) and some things seem to be missing. For instance the readme says that I need to copy vanilla.css with style.css to my own theme folder but vanilla.css is not there. Second I do not know where to begin, this being tied to the first problem. So any help is appreciated.
