Move locale development to launchpad.net?

Maybe vanilla authors could create official english language pack, convert it to .pot and let people translate it on translations.launchpad.net? For instance, here: https://translations.launchpad.net/vanillaforums.

IMHO, this would speed up locale development quite a lot.
