Thread between only member and moderator?

I love Vanilla Forums and have installed it on my site. There is only one feature that is missing that is really critical for my uses...is there any plugin or way to tweak the code such that a user can create a new discussion that will be viewable only between the moderators and the user? I'm thinking of using it as a sort of ticketing system, and the user needs to be able to submit tickets that will be answered by the moderators, but those tickets should not be able to be seen by other members.
