Plugins. Structure update problem

The problem.
I must first disable B, C... plugns and finally A. Then enable A, B, C... again
Very waste-time operation. Where is re-install or update button? Like /dashboard/utility/structure/all
You cannot disable the Plugin A because the Plugin B requires it in order to function.Plugin A has no registered permissions. After a while Plugin A has it. Meanwhile other plugins B, C, ... uses A for work.
