Suggestion: thread owner permissions

Don't know is this has been suggested before, so correct me if this is duplicate.
It seems reasonable that in categories where comments are disallowed we have some way of enabling thread owners to post comments (so they can bump threads in yellow pages category for example).
Do you think that would be worth the effort?
