Unzip the plugin into the /plugins/ folder. Go to the Plugins section in the dashboard. Find yours, click Enable. Done.

I too am having this problem. I have extracted the following plugins into the /plugins/ folder:
    FileUpload
    PostCount
    Quotes

Refreshed the Plugins section in the dashboard and nothing new is there. I've even tried deleting stuff from the /cache/ folder.

It's a shame about the way that the OP wrote their post...

Any ideas on what could have gone wrong?
  • Turns out my issue related to Windows creating files that passed file_exists and is_readable functions but returned false for and file, readfile etc functions.

    Formatting Windows solved my issue.
