couple of configuration questions

How do you pin a discussion to the top most position in discussions?
i.e. I would like a forum rules discussion to been seen first.
Also - permalinks, Im confused about their function so my new forum users will be too, can I switch them off?
Lastly the forum I intend to use will use a modified CSS version of mobile theme, I would like users to not have to register is that possible.
