Parent categories removed in new Vanilla?

In my 2.0.14 Vanilla install I had parent categories, but in the new version these seem to be gone (2.0.17.8) . In the documentation they are still mentioned, http://vanillaforums.org/docs/configuration-dashboardforumsettingscategories - is the documentation outdated?
