Problem with uploads

I've recently installed Vanilla 2 and all appears okay with one exception. When a user picture (or any file using the Fileupload plugin) is uploaded the permissions get changed to just read & write for only the owner. With the plugin the originally uploaded file has the right permissions, as you can see these when its in the 'scratch' directory, so they must be getting stripped down at some point. I've checked the permissions on all the folders etc., all appear okay. Also checked all of the versions are correct for Vanilla, and they are.
Could anyone help with this please? I'm sure its going to be a pretty simple answer, but as a relative newbie I'm all out of ideas!
