sorry I'm too lazy even to peek at the code.

what's the best way to force user to sign-in before they can view my custom page?

or rather, i want users to log in first before they can view the custom page.

Probably you should use the Plugin "Guests force signin" (not sure about the exact name, Search the addons section...)

I've had to edit the plugin and add permissions to it and check for them in my custom page.
