Is there a plug-in that will color code a particular discussion?

for example, if I have a Category A + B - I would like all discussion topics under Category A to have a background color of Blue, and all topics under Category B to be in Green.

then if I open the main forum page I can not only see the categories, but I can easy sort by color...

    You need to make new theme that has modified
    views\discussions\helper_functions.php
    Plus you need to make new CSS entries.
    get FireBug and find which ones.

    Look how coloring is implemented for "your themes" and make similar thing.
