Default user role

I recently setup a new forum for some friends as part of a gaming guild. Part of the forum is protected for members only, but I do want people (our enemies really) to be able to sign up to discuss politics, etc.
I once stumbled across something that allows the a default user role to be set when a member registers.
I have to two primary roles, Visitor and Member, I want to be able to set all new registrations to Visitor until I can change the to Member (this will prevent our enemies from seeing all our nefarious plans!).
The link to the default user roles setup isn't in the dashboard, but I've seen it before. Where/how do I do this?
