Voting Addon won't show up (Version 2.0.17.8)

It's enabled and I've tried a number of themes to try to make it show up. What's the easiest way to debug this?

    No "settings" button appears in the panel, not sure if it's supposed to...

    Nevermind, found the secret 2nd enable button under "Forum" in the dashboard.
