File won't download (show's a url and a blank page)

I can upload files fine, but when I try to download, it changes the URL and sits at a blank page. The url I change to is this: /forums/index.php?p=/discussion/download/1/Zwave%20Beta%200.1.0.zip

Then I sit at a blank page... the download never starts. Any suggestions?
