How to upload a plugin

I was wondering how I can upload a plugin to the "addons" section of this website

    WTF that was the first place I looked and I looked it over like ten times and I still could have sworn that it wasn't there. Well sometimes..

    If I made this mistake there is a chance someone else also made it so hopefully someone else who doesn't know what to do can benefit from this thread and Tim's screenshot.
