Custom Popups

I would like to add a custom popup similar to the terms of service on the sign up page. I placed a duplicate of the termsofservice.php in the dashboard/views/home/ folder but got a 404 error when trying to access it.

Any ideas?

You can try using the custom pages plugin. This gives you a folder where you can drop php pages like you want.
