Sticky-ing a post

How can I sticky or make a post stay on the top of the discussion list? What plugin do i need? Help pl0x

    You can make it an announcement by selecting "Announce" beside the author's metadata on the first post in the topic.

    I assume that author is talking about sticky comment in comment list, not discussion.
