How to force people to verify email before being able to contribute?

I see that there is a role in the dashboard called Confirm Email, but it doesn't seem to work. How do you activate it so that people have to confirm their email before gaining full access to the forum? I'm running vanilla 2.0.17.10

    Go to Dashboard/Registration. There is a checkbox there to use email confirmation.

    I don't see the checkbox. Is this a new feature in a new release? Right now my registration method is Basic, and the description is "New users fill out a simple form and are granted access immediately." I added the captcha key and all that works, but I don't see the checkbox you are talking about.

    I think that option is only in the new beta version ( 2.0.18 Beta 2 ).
