How do users upload (or select from library of) avatars?

OK, I'm liking the mobile theme, but it's not showing avatars. I can't figure out how users are even supposed to add/upload one. More than that, I'd like to let users select from a bunch of stock avatars. Help?

    Upload: Log in -> click on username -> change my picture
    Stock avatars = dont know, have to be custom solution.
