Userpics and File Uploads Not Web Visable

For some reason, any time I upload a profile pic or an image through the file uploader, I have to manually go into the ftp and change the permissions of the image file so that it is web visible. I have no idea why this happening.

    Just tried a fresh install. Didn't fix it. Debugger is showing multiple queries on every page, but none of that info makes any sense to me.

    I just checked with my host they said the server I was on had an old configuration. They're updating me to a new one, so hopefully that fixes it.
