Sorry to say, but that's just not the case. Here is an example.
This is a very old thread in our forum from 2007 that was imported from Vanilla 1.

If you search google like this, it shows up.

If you do this search, even if you click "more results" it does not show up.

Earlier today I tried to search my forum for counterstrike. There are many threads about it. None of them showed up. I used Google and found the threads. I posted a new comment in the Counter-Strike: Global Offensive thread. Now it does show up, but is still ranked very low in a search for counterstrike.
Even if what you say is true, it's still the wrong behavior. The most relevant thread and comments should be the top search results, not the newest. Also, a match against a thread title should count for a lot more than a match against the body of a comment.
I would use use the Approved Vanoogle plugin to use Google custom search, but that is also buggy.

Fair point though. Perhaps the default search could put the plus signs in by default.

Maybe putting in by default is better.
You don't need plus signs. They mean the same thing in Vanilla as Google. Terms with a plus are required.
Unfortunately in MySQL fulltext searches inputting more search terms makes your search less precise, not more precise.
