It would be great if there were a global twitter feed in the sidebar set by the site admin. Can this plugin do that?

@BruceWampler It could be achieved with the Plugin, but for this I'd recommend using the offical Twitter Tweet-Widget of the Feed you want to display: see https://twitter.com/settings/widgets
